killer suit

i saw this film on tv when i was a kid, so i believe it would have been from the late 80's/early 90's. i cannot figure out what it is.
from what i can remember, a man was stuck in this bionic suit, giving super strength. if people came close it would emit a beeping sound. the closer they got the faster it beeped. if they touched him, the suit caused him to kill them, which made for a tragic love story in there as well. there were some good deaths in it, though. in one scene, some bikers fight him, and one biker wearing a helmet, has his head crushed in the hands of the man.
meanwhile, some group is after him as well, and this menacing african american chick kills a number of people on her way to finding and capturing him, via snapping one's neck, and sticking a massive needle through another's neck as well...
the suited man lives in an old abandoned church in a dump... and at one point some children come across him there, and he warns them not to come any closer, showing his compassionate humanity underneath the brutal nature of the suit.
i remember it quite vividly, and would like to watch it in full, as i missed the beginning to know how exactly the suit came into the picture... anyway, anyone know it???
