The film had fighting with weapons, and 1 (possible Thai bloke) had a dagger at the end of his ponytail and he would run up the wall and flip over.

The main character realises that the main bad guy is (possibly his brother - who fights with a samurai sword), in the final fight scene the bad guy throws (sand?) in the good guys eyes and he has to fight blind and some1's ankles gets sliced?

Help needed.

The signature weapons remind me of Mortal Conquest.

I believe it also had the sand in the eyes scene, which incidentally was stolen almost shot for shot from Bloodsport.
