First part i remember looks like it takes place in some sort of diner where a guy drops a note off for somone else.. and the guy who looks at the note gets attacked by some sort of creature that comes out of a pot of soup.

The second part is where children and chanting and dancing around a car .. causing it to bounce around and break.

Any help tracking this one down would be appriciated!

It's been too long since I saw the movie, but I would guess that this is "Cast a Deadly Spell."  It's a movie about magic existing in the world, circa 1930-1940 or so.

As I understand it, there is also a sequel called "Witch Hunt."

Cast A Deadly Spell? Man oh man! I love that flick. I remember the first time I saw it, thinking "hey, that's the guy from Tremors who isn't Kevin Bacon!" Definitely a kind of cult favorite of mine, as I'm obsessed with Lovecraft, always enjoy noir-injected genrebenders (ironically, not much of a fan of noir by itself), and I freakin' love David Warner (blame it on a thousand childhood viewings of TMNT 2: Secret Of The Ooze and My Best Friend Is A Vampire). Anyone else a fan of this flick? Or horror/fantasy-mixed-with-noir/detective story genrebenders in general? I could go on & on about Angel Heart, for example.
