  horror movie where the towns people vote on a killing and then all take part in it.  One specific scene is the towns people throwing rocks at target that released a huge boulder held above a victim.  Another scene they roll a person down a hill in a barrel full of spikes.  What is it?  Help me.

Daksider means TWO THOUSAND MANIACS (1964), and I agree, the two kills you mention are exact matches.  I don't remember any voting either, though.
