Martial Arts / Gang Movie title

Back in the 80's or early 90's I remember watching a movie with a French Guy (I believe it started in France).  The guy was a Martial Arts Champion and was going to school in the states.

He rents this room in a house in a gang ridden neighborhood.  It was the last house available.  Anyhow the owner of the house had a son that was being bothered to join a gang.  The French guy was called Frenchie a few times in the movie.  He helped defend the kid a few times.

There was a scene in college where a guy called him a Frog after an intense fight scene.  He came back with a comment "That is Mr. Frog to You".

Anyhow it wasn't the best movie but I for some reason want to see it again, but I can not remember the name of it.  

Anyone have a clue as to what this movie is?  One thing I am sure of is that it is not a Van Damme movie.

It might be the French Die Hard spoof film Don't Die Too Hard I think.
