Actually, the first theatrical film to take place in a haunted house was--apparently--a film called "Wee Lady Betty" from August 19, 1917, with actress Bessie Love in the title role.

Of course, if you are talking about films of any length, the first film to take place in a haunted house was the film short "A Night of Thrills" from December 13, 1914 with Lon Chaney, sr. as the star. Unfortunately, this film is listed as being totally lost with no copies in existance.
