I know this is horribly vague, but in 2008 I was in the hospital (Pennsylvania hospital in Philadelphia if that helps) while gravely ill. I was having trouble concentrating on much of anything (in fact I got drugged unconscious, moved into the ICU on a breathing machine for several days and didn't even really notice that my room had changed when I was brought out of it), but there was this weird little episodic SF show that kept running on the tv's where I was. I have vague memories that it felt like it was almost on a continual loop.
I think I might have been in a some sort of children's wing (though I'm far from a kid). From what I recall it was something about a colony and there were tensions with earth, there might have been some issues related to genetic augmentation/transhumanisim, what was moral/immoral about such things. From what little I remember it was heavily CGIed, but cheap cgi. The video quality was awful, like it was off of a really worn vhs tape. I kind of got the feeling that it might have been some sort of PBS series, it had that kid's educational vibe to it.
It was nothing I had ever seen or heard of before and it would have to have have been something pretty obscure for it not to have come to my attention. Which would seem to also indicate something for kids/educational, since that would be most likely to escaped my notice.
