It was some Star Trek film. I can't remember which. Shatner was being INSANELY hammy. He was II when he shouted "KAHN!!"

Same exact tone.

I think it's the 'Enemy Within' episode of the original tv series.  Is this the clip you mean?

He says it in several (if not all) of the films (I specifically know in the first one), but the clip above is the only time, I believe, that he hams it up like you described...
