This is a 1970s TV movie. At first I thought it was Night Slaves (1970), but I just watched it and it is not the movie.
People are milling around at night, off doing all sorts of things but I can't remember exactly what.
The protagonist thinks it is all a dream but one night he takes a photo of the events outside, and the next day he sees the photo (must have been a Polaroid) and he is surprised and says, it wasn't a dream, it is reality.
This has a very similar feel as Night Slaves, Touch of Satan, etc. Typical 70s all around.
