I rented this movie on VHS in the late 90s.  It was a sci-fi/horror/actioner about a prison on a desolate planet (possibly asteroid).  It started with a new prisoner being brought in who was extremely dangerous.  He had a device either around his throat or his forehead (can't remember) to limit his power.  At some point during the movie, a monster got loose in the prison and killed everyone but one guard.  The super-prisoner told the guard to let him go and he would kill the monster.  She took the limiting device off of him, he hulk-ed out, and fought the monster.  Don't remember how the fight turned out or if anyone survived.

Alright, i'm not seriously suggesting this but im going to throw it out there anyway cause it sure as hell souds like it but i'm sure that it is not. "Pitch Black"

Definitely not Pitch Black.  I saw this movie before Pitch Black was ever released.  It would have been between '97-'99.
