An old 'action' flick I need help with...

I saw parts of this film in about 1997 and I was pretty young. I've wanted to find out the title so I could find and finish it. I'm sure it was made around the early to mid nineteen nineties, but late nineteen eighties is possible. It was pretty bloody and I only remember one scene: a 'bad guy' and his thugs burst into a hotel room where three guys wearing what I remember as (but I could be wrong) U.S. army clothing. The men were drinking and having a good time (there might have been women there as well, but I don't remember). The lead 'bad guy' has a shotgun and is interrogating the men, who are sitting on a couch. Two of the sitting men panic, but the third stays cool and stonefaced throughout. The 'bad guy' moves from one to the other in this manner: He points the shotgun at the first sitting man and asks for information. The guy panics and is shot; blood splatters on sitting man number two. The question is asked to the next man (spattered with blood) who is also in a state of panic. The same thing happens. The third one closes his eyes but doesn't move as chunks of his friend's brain matter splatter on his face. He looks slightly worried, but calm. He is asked the same information and is more cooperative than his comrades. He immediately gets shot in the face. Cut to the shotgun toting 'bad guy,' who has blood sprinkled all over his face. 1996 is likely. I'm sorry I have so few details, but I hope someone can help me. This has kept me awake at night for eleven years. Please help.

I believe that I also remember a scene in which a group of people try to break into a building under cover of darkness, but since about sixty percent of all films since 1938 have a similar scene, it's hard to tell if my mentioning of it helps or hinders the search for my coveted title (or whether or not it came from the film I described at all). Even if this film's title eludes me for another eleven years, from the depth of my soul I thank you all for reading this.
