Nightmare City/City of the Walking Dead falls somewhere in between those and I would be satisfied with a compromise if we just burn Umberto Lenzi.
Duuuude! How can you knock Umberto Lenzi? I like him a lot more than, say, Jess Franco, that's fer damn sure.

Was he the one with the bad 70s hair?

How about State of Emergency? Very slow and boring had some promise with the acting, but it was so disappointing

I beleive thats ZOMBIE LAKE (1981)-but the 2 are similar-I get them confused-both have Nazi zombies.

RC- Zombie Lake is garbage but I loved it. when the soldiers got shot they didn't even show it they just went "uhhhh" and layed down.

Zombie Lake is some of the best kind of garbage.  You get the feeling they were really trying to do something with that movie, and just couldn't make it work.

I have THEY DAY IT CAME TO EARTH (1979) on vhs-it's about something from space that takes over the body of a dead gangster who turns into a zombie. On the plus side-it features super star  Lookingup comedian George Gobels! And It was directed by Harry Thomason-he was Linda Bloodworth Thomason's husband-(look up yer Pres.Clinton history)

I found Survival of the Dead to be pretty disappointing.

Abraham Lincoln vs Zombies was also very lame, but in a more laughable manner.
