I remember a movie/episode where it was about a typical 80's family. There was something about a mutant in the basement, it turned out he was a good natured monster. I remember him being obsessed with a plastic deer and wearing a party hat. I cant remember much else. I do remember feeling sorry for him. The mutant was thin and dessicated looking with protruding teeth. It didnt speak.

Any help would be awesome.

"The People Under The Stairs"?

There is a character named Roach who cannot speak because he has his toungue cut out. He most certainly can be described as a "good natured monster." However, I don't recall him wearing a party hat.

It wasn't The People Under the Stairs though it was a good suggestion. I'm trying to remember all I can about the movie/episode I am thinking of. The monster was disfigured, I remember the plot lay with the family above keeping it a secret. I remember a scene of it looking out of a basement window in a suburban home. I wish I could remember more, I must have been very young at the time I am thinking this must have been from the early 80's. I remember the effects not being bad, but that changes with time and perspective.

That is another gooed suggestion, but still not it. I remember the creature looked thin and has exposed teethe near its mouth, like the lips had receded. The Unseen looks good though, I'll have to look it up.
