Weird religious horror with archangels, a bus full of prisoners and bad masks

I've been losing my mind trying to find the name of this movie. I saw it around 04 to 06, rented from some small family video store. The movie was probably made in either the early 2000s or late 90's.

The movie was very similar to "Gabriel" but a with an even smaller budget, and a more unpolished, independent look and feel. I can remember that there was a bus or transport that was full of prisoners or convicts, and the main character *might* have been recovering from amnesia.

There was also a bizarre (fight?) scene within a church that had either an archangel or devil appear. Whoever it was had a really poorly made mask that looked kind of like the creature from Metropolis wearing a crown similar to the Statue of Liberty. I think it ended with a gateway into hell or purgatory opening.
