I have no idea what this movie is called, but there is a woman who controls a town. The only thing I remember is that there is a scene where a man talks too much and the next scene his tongue is cut out.

Probably not what you are looking for, but there is a story in the Twilight Zone movie about a little girl whose desires affect reality.  She didn't like her sister talking so her mouth literally disappeared, like the scene with an early scene with Neo and the Agents in The Matrix.
