I have been scouring the web looking for this movie i dont have a lot to go on but here goes,

The opeing scene is this Dolph Lunden look alike with a eally bad mullet is openg what looks like a can of dog food but turns out that the dog isn't a dog but a very large lizard (monitor or a kmono dragon type)

Also i am looking for a copy of a movie fom the very early 80's named Dr. Butcher? Any ideas?

The movie with mullet man feeding his lizard is Stone Cold, starring Brian Bosworth.

Dr. Butcher, MD is indeed an actual movie.  These days, it is most commonly found under its original title of Zombie Holocaust.
