The details i remember about this film is that the town has a meeting, some kind of cult or something along those lines but the kid(boy) is hiding and watching the meeting. Possibly a weird drink involved, maybe green. Not 100% about that but something along those lines is coming to mind.

Sorry should have included that i remember seeing this movie as a kid, somewhere in the 90s. not sure early mid or late.
