Movie company sells non working airplane to fictional Klack-calus tribe

I have been searching for the name of the movie where a company sells a broken airplane to a fictional African tribe- the klack-calus(sp) tribe?  We believe it starred rob reiner but we are not sure.  The scene we remember the best is: two businessmen/sellsmen are presenting their plans to sell a non functional airplane to the Klack-Kallus(sp?) tribe/clan, they state the tribes name louder, and louder each time they mention it during the presentation. They get the okay to sell the plane.   The next scene we remember is the same two men updating the company on the progress of the tribe since buying the plane, they show slides or a movie of the tribe's members pushing the plane from place to place, destination to destination.  The tribe had never seen a plane fly, so they did not know it was supposed be flown instead of pushed, so pushing it was there way of making it work.
