Looking for Movie, Kidnapped girl, Obessed mother

Here is some of what i remember,

I saw it on TV,
It was late 80s early 90s i think,
The plot was that a girl was kidnapped, raped, and murdered, then her mother became obsessed with her neighbor who was giving all kinds of gifts to his girlfriends little girl that was about the same age as her daughter and she suspected that he was abusing her, at the end of the movie, the mother had called the school and found out the neighbor's girl was absent from school and went over to the guys house and found her on the bed knocked out and called the police.
