Ok.. Had to be a horror movie or so.  I'm 34 so this memory is from the early 80's and must've been on HBO as that was the only way I could see graphic content.  What I remember vividly is that a woman is running towards the camera, I think she was terrified, and a huge rolling wave of fire is gaining on her.  As she gets closer to the screen the fire rolls over her and she's left as a skeleton (i think).  I seem to remember that it was only a dream by her husband or something.. used to scare the crap out of me.. any ideas??

Something similar happens in Critters 2.  A rolling ball made of hundreds of Critters holding onto each other rolls over a person, leaving nothing but a bloody skeleton.

Yeah.. I thought that too.  But If I remember it correctly it's kinda in slow motion and once the flame rolls over her either her or her skeleton is on fire and she's still running and reaching towards the camera.. like she was running towards her husband for help the whole time.  That's why I feel like he was dreaming it.

The slow-mo running had me thinking of Dreamscape like Shadow said. The skeleton part also had me thinking of the nuke dream from Terminator 2. That's a bit outside of the 80s, but I thought I'd mention it

The first movie that came to my mind was The Day After, an extremely graphic made-for-tv movie about nuclear war. It fits the time period you mention, though I don't remember it well enough to know for certain this is the movie you're looking for. Another possibility might be Threads, a British nuclear holocaust movie, though I haven't seen that one and know nothing about it.
