The year is 20013. The planet is Earth. Population has soared above and beyond crisis levels, and although hitting a valley in 3456 when the Robot Clouds took to the skies and implemented their policies of calcium-death, the human drive for growth was unfettered, until the world population reached 720 trillion at the turn of the Twentieth Millennium. The last inhabitable land mass is Antarctica, upon which AVCO CITY was built, a metropolitan wasteland in which population density tops out at an average of three feet per average individual and the poor have only re-vaporized air for sustenance. Rich, "exceptional individuals" live in spacious skyscrapers tailor-made to their individual passions. Corrupt politibusinessmen A. Wyatt Mann and Mr. Briggs control a universal monopoly over all patents and human rights. They are given singular power to alter code of absolute law at will, and their favorite pastimes include remotely detonating innocent pod-domociles at random. All base everywhere are belong to them. No expections.

In their tyranny, Mann and Briggs establish a new brigade of law-enforcers, the FUTURECOPS, to enforce their new laws. The FUTURECOPS are given the license to break any and all laws in the pursuit of greater justice. To enact this power, the FUTURECOPS are armed with history's deadliest weapon: THE EXPLODER GUN, a device made to eradicate unjustly living individuals without damage to infrastructure. Operating with the use of cyanide-powered nanomachines, the guns fire exploder shells: cases housing self-replicating C5, capable of blowing a grown man to bloody chunks in one shot, then further blowing the bloody chunks into tinier bloody chunks, and so on, until the body (and any other organic material the remains come into contact with), is completely annihilated. With THE EXPLODER GUN, the FUTURECOPS run the streets, and deal death to whomsoever impede their brutal ways.

Mads Madsen and Jimsen Trimmel are two such Futurecops. Their methods are flawless. Their track record is spotless. Their enemies swiftly fade from existence. But now, the duo will come across a secret that will shatter the foundation of the seemingly utopian city of Avco to its core. And with they being the sole keepers of the secret, soon the fate of humanity shall fall to the FUTURECOPS.

Earth is visited by a GIANT ANTIMATTER SPACE BUZZARD! Gawk at the amazingly bad bird puppet, or chuckle over the silly dialog. This is one of the greatest b-movies ever made.
