syfy monster movie with regenerating resurrecting tentacle monster

i am looking for a movie that aired on syfy channel more than once in the movie the main enemy is a monster with 4+ spider like legs 2 arms and a standard martian head stand 2-3 times human height and has 4-8  tentacles not sure about the precise number of tentacles. in the movie the monster has come back to life every so many years and each time it has a different power this time it has the power of regeneration the movie starts with an old guy scaring the crap out of a teen couple whale screening about having cut one of its tentacles. he is later arrested and his grand son is called to come bail him out the grandfather later tells the kid that the minuet he crossed the city limits he became apart of the story and that their are set rules that must be followed for example the doctors daughter always becomes the girlfriend of the hero and the monster must attack certain places in a set order ending at ether the movie theater or the chemical plant. i have been looking of this movie for years now please if you know it or a way to find out its name help!

I believe the movie is actually called Monster!.
