80's B-horror about man using 100% of brain potential

It is the early 90's.  My friends and I are rapidly depleting the video store in search of new and interesting movies, so we go into the depths of the Horror section.  We spy a movie that seems to have been made in the 80's. 

It's a horror movie, pretty low budget, and the most I can remember is that it involves a man who finds a booklet in the library about awakening his mental powers.  Opening his third eye?  Gaining telekinesis?  He begins the exercises and gains some kind of benefits, but it starts to go downhill.  That's where the memory ends, and my quest begins.

I used to think it was Brain Damage (1988), but I don't think it mentions anything about such a booklet.  But I think it had a similar low-budget 80's vibe.

Umaril Has Returned

I'd have thought it was "From Beyond" from 1986, as that had to do with the brain and it's powers, although I then remembered that it was about the over-development of the pituitary gland, and I was like, "Oh OK, wrong movie."
