Sci-Fi post apo movie with people living underground wearing strange necklaces.

Hi.

Sorry if this was solved before but this forum is vast and I don't really know what I'm looking for.

So there was this mega bad Sci-Fi post apocalyptic B movie about people living in a hudge underground city on a desert. Those people all have some strange necklaces of diffrent shapes and colors. These are for some kind of genetic selection (they must reproduce only with people of the specyfic type, otherwise a monster will be born). Outside world is somehow radiated or contaminated and people who live there are wild, crazy and a little bit zombie like. Film if full of stupid shots of vehicles leaving the underground city (that is the only thing I remember). Film is american, shot in color and released approx. between 1995-2005 (I think). It was so bad that actually it was good and I would like to watch it again but have no idea about the title or anything which could help me find it.

So anyone, anything... Any help will be appreciated. Thx.
