Recollections of this movie just popped into my head but I can not find anything about it using what I think are good search terms.  It was probably a much smaller and worse film than my 9 year old memories give it credit for.

If i remember correctly it was about a heavily armed gang (paramilitary) that executed a plan to rob an isolated town. The gang either all had beards and wore fatigues or they all wore fake beards as a disguise. They cut off the town from the outside, i.e. knocked out phone lines and killed the few deputies that were there. There was a very small police force that was overwhelmed but I think in the end the sheriff (or a deputy?) of the town beat them by scraping together civilians. The town may have been in someplace like rural  Texas or the Southwest. I don't remember if the gang was going after the bank or if they were just robbing everyplace.

I am pretty certain it was made in the 1970s but who knows maybe it was very late 1960s.

That sounds like the 1991 film Hangfire with Brad Davis and Ken Foree.

The plot synopsis is interestingly similar, especially the location, but the movie I saw was definitely first viewed in the 1970s. I didn't see anywhere that hangfire was a remake. The one I saw was one of those cheap movies that was always shown by the local channels on Saturday afternoons in NYC so in that respect it is very similar to Hangfire.

Another title that comes to mind is VIGILANTE FORCE with Kris Kristofferson, but the bad guys in that were Vietnam veterans.

With the desert setting and "taking over town" plot, I wonder if you're thinking of DAY OF THE WOLVES (1971).
