This is gonna be a hard one for you super sleuths.
I saw this move on TV as a child of about 6 or 7 so that would put it abt. 1969 or 1970. What I remember is a family was harrassed? held hostage? by crazy hippie types. There is one fellow who reminded me of Jesus with the long hair-he may have had a  beard. At the end, I remember the scraggly hippy type running from (the family?) and trying to hide under a parked car by wedging himself under the front wheel but someone (I think it was a little girl of the harrassed family) grabs an axe and whacks him. It was all so overwhelming to watch as a child because the girl on the movie didn't seem much older than me. What in tarnation was this thing called!? It's been stuck in my head for 40 years.

Tough indeed! Without much to go on, my first guess would be I DRINK YOUR BLOOD (1970). It's not B&W (maybe the broadcast was?) but it involves dirty hippies (and one that looks like Jesus) attacking a family. In revenge, the hippies are fed LSD, turn rabid, and a whole lot of gory slaying ensues. Several murders committed with axes. http://www.imdb.com/title/tt0067229/

An even tighter guess is THE NIGHT GOD SCREAMED (1971) http://www.imdb.com/title/tt0067488/

This one is very obscure but read through the user reviews on IMDB and you'll notice some striking similarities: it's got a Jesus-looking lead hippie freak, a family under siege, and, closest to your memories, a twist ending where the little girl kills the hippie leader (with a knife, not an axe).
