Cattle mutilation movie

I thought it starred Robert Urich but I can't find this on his IMDB page.

Just what it says in the title.  A family moves to an area where cattle mutilations are happening.  The big reveal is that some branch of the U.S. Armed Forces is doing it (air force?).  In one scene, you see a cow on an infrared camera as it is being chased by an aircraft.  The cow is tranquilized, lifted into a helicopter, and cut up by evil gov't types.  The town's mayor is in on it but starts having second thoughts.  The evil gov't types respond by poisoning his toothpaste (!) which causes him to bleed from the mouth and nose (!!) and later to explode (!!!).
