I've been trying to recall a film I saw a few years ago. I saw it at like, 3am on some channel like Starz. My memory of it is vague but, it seems like a 90s era film. It was a dark comedy, science fiction film about a city that I believe was on a space station. It had a cluttered, claustrophobic aesthetic and I remember sort of slimy, gross out effects. The wardrobes were weird  and over the top and there were lots of strange machines with bright color schemes. I seem to remember it was about a specific family living on the space station and the dad was maybe a sanitation worker. I think he ejected garbage into space all day. The only movies I can recall that share any similar aesthetic or mood would be Delicatessen or Tank Girl.

Another movie that comes to mind while trying to recall this one is Jacob TwoTwo Meets the Hooded Fang.

Sounds like you're thinking of Meet the Hollowheads (1989).
