I saw this on cable at my aunt's house sometime in the early 90s.  I remember a lot about it except for the title.

The setting was the standard desert wasteland with perfectly serviceable roads, much like The Road Warrior.  People lived in communties where they worked in mines or something and had soup kitchens.  It might have been a prison camp.  The heros were a plucky young girl and her rather less plucky boyfriend (in their 20s, I'd say).  The girl was in the habit of sneaking out of their camp/prison and spying on a militarized gang that lived nearby.  Her boyfriend followed her on one such trip and they found out the bad guys had uncovered a huge (like, train-engine sized) death cannon that could be driven from place to place.  They found out the people in the camp were mining coal, or uranium, or something to fuel it.  Most of the rest of the movie was the girl and her boyfriend running from the bad guys trying to reach where the good guys lived before the death cannon could be made ready.  The very end had a car chase that involved the death cannon.

I watched Raiders of the Sun.  Hilarious movie, and thanks very much for alerting me to its existence!  I think that maybe 1/2 of what I'm remembering came from it.  The parts with the death cannon vehicle must have come from another movie, though.

SOLVED!

It is Warlords of the 21st Century, aka The Battletruck.  I just happened across it while binging on post-apoc movies and was like, "Oh.  Hey!  Yeah!  This is that movie!"
