Hi, I have been searching for this movie for a long time. It could be a tv episode.
There was a BALD kidnapper who kidnaps girls, keeping them in the basement. Whenever he was going to kill one of them, he'd alert them by putting a wedding dress on the person he was going to kill to show her that she's next. One of the girls tries to escape by pretending to be the kidnapper's son's dead mother and she sets the son on fire. Eventually she is killed by an axe.
