For the program's fifitieth anniversary in 2013 (please forgive the slight datedness of the link), The Guardian used broadcast ratings to reveal which Doctor was the public's favorite, which episode was most-watched, etc. Not the best system of determining the best of Who, but interesting anyway.

without looking it was announced well everywhere that David Tennant was the most popular which is odd considering that most people's favorites is Tom Baker but i think they are talking about today's teens maybe? David Tennant is my favorite actually. but i also love other doctors as well Peter Capaldi is doing a great job i think. so i wonder what number he'll be at some point? or hell even the war doctor?
