Clowns submarine horror movie

I was very young so I don't remember too much. I think it was 80s or 90s. Killer clowns on a submarine. I specifically 
remember a clown running and then  getting cut in half.

I think it's killer klowns from outer space. There are parts of the spaceship that kind of look like a submarine.

That was the first that came to mind, right after Yellow Submarine, but that is not a horror, and an animation.

After taking the time to watch it, I do believe it was killer clowns from outer space and I think my memory may have  distorted it  some. Thanks, because it had been bugging me for awhile. I also really enjoyed the movie watching it this time around so that was a bonus.
