Ok, so I've been trying to find this movie for a few decades now, but I keep coming up blank. I would have been 5 or 6 when I saw it so I hope my memories of it are accurate.

A bunch of guys go camping in some wooded area. When it gets dark they get attacked, I think at that point one of them goes missing. The rest of the group is travelling through the woods and slowly get picked off, I think by traps. They think the one who went missing earlier is the one killing them and are trying to find their way to a dam which eventually they make it to (although it looked like an abandoned factory to me) and I think the group is just down to one man at this point until he finds one of his missing friends tied to a chair (possibly with barbed wire?) in the abandoned factory type building.

Not been able to find it through Google or various other movie websites, so does anyone else out there have any ideas?

Sounds like it could be either RITUALS or THE FINAL TERROR.

I tend to go with RITUALS, which was also known as THE CREEPER. A group of doctors go camping in the wilds. Someone steals all their shoes and various supplies. They know they are in danger and try to hike out of the valley. The rest fits your description. There is a scene close to the end where the survivors find an abandoned site where a dam or something was going to be built, but the project and the site were abandoned and only a few concrete forms and such were left behind. It had Hal Holbrook. Great movie.

The mention of shoe stealing seems to be ringing a bell, although I don't recognise anything from the trailer, but it does look like it could be the one so I will find a copy and check it out. Thanks. :)
