I saw this when I was a kid in the 90s, on VHS. Bright, warm palette. The glowing sphere/orb seemed very bright. Maybe glittery and/or chrome. It spoke in a posh accent, male. Can't remember how emotive it was. It's role in the movie was as a sidekick to the main character. They were on the run at some point during the film, definitely.

The main character I can't remember as well. Generic handsome white man. My dad was in his 30s at the time I saw this movie, and the main character looked younger than him.

Film took place either near-future or modern day. There were no monstrous creatures or inhuman aliens.

Scifi action genre. Potentially law enforcement gone rogue and trying to fight a corrupted system? Or trying not to let his orb buddy be captured? I was near deaf and made up my own plots to movies back then.

It was a TV series but this sounds like Time Trax with Dale Midkiff.

First thing that comes to my mind is Solarbabies. It has kids with an orb trying to escape the police in the future, but I don't think the sphere talks.

It isn't Time Trax. But I started looking up tv shows, since the possibility of it being that rather than a film hadn't crossed my mind until you mentioned. Automan looked close, but is too dark, too blue, and the orb doesn't speak.

Eventually came upon Hard Time on Planet Earth. "An alien rebel is sentenced to serve time in human form on planet Earth after an interplanetary war." You nudged me in just the direction I needed to go. Thank you!

Solarbabies was mentioned on a couple other threads I looked through first. It's not what I remember from my childhood, however it is on my to watch list.
