I think it was Nightmare on Elm Street 3, maybe 4, it's been a few decades.....
The one where the girls mom brings home one of her boyfriends, who always asks where she keeps the bourbon, then he turns into Freddy....

80. Nightmare on Elm Street 4: The Dream Master

There is a dream scene where Freddy meets Alice at a diner.  A waitress brings Freddy a pizza.  It has the heads of children Freddy murdered and they scream as Freddy licks his chops.  He sticks a blade into one of the heads and eats it.  Gross!

Yes, Nightmare on Elm St. 3 and 4 both have separate scenes with moving, disembodied heads.  Part 3 with Freddy decapitating the mom after asking where the bourbon was (and the head chastises her daughter!), and Part 4 with the aforementioned screaming heads on the pizza.

81. THE DEAD HATE THE LIVING (2000)
Okay, spoofy zombie flick.  One scene IIRC has a disembodied zombie head that a film crew find and they converse with it!
