A co worker asked me if I knew of a Japanese film (Possibly a Samurai) who has limited mind control over people for maybe 2 seconds. 

That's all he remembers.. Sounds like my kind of movie.

Has anyone heard and/or seen it and know the title?  He says it might be a "Mandella Effect" moment for him as well.

I am deeply intrigued by this description, and would like to know more. Can you ask your friend about when they saw it, was it on TV or video, did it seem like a movie or TV series, etc. Was it dubbed or subtitled? Black and white or colour? That kind of thing might help narrow it down.

Another one could be Ghost Warrior / Sword Kill from 1984 where a revived 400 year old Samurai goes on an urban rampage.
