Quis custodiet ipsos custodes?

It's a short that I saw on Nickelodeon way back in the early '80s.

It starts out with a white screen in an imaginary cinema... A cartoon pencil enters the scene & draws a pair of stick figure legs...
The legs try out their feet, then do a little dance... The pencil returns to bump the legs off screen so they can began their adventure....

I forget how, but the legs somehow end up getting chased by a giant baseball into a creepy dungeon...
The baseball ends up getting covered in tiny cartoon spiders, and everyone runs off screen.

Then a giant spider that looks like a giant black dot with tassels hanging from it descends from above & begins chasing the legs, and when the baseball reappears, the spider swallows it whole...

Then the film burns up, intermission music starts playing and an apology card slides into the frame.
The giant spider then lowers it's self into the frame, and using one of it's threads, starts banging into the apology card like a wrecking ball....
The spider crashes through the card, only to fall into the abyss of burning film....
The legs the push the bad film out of frame, replacing it with new film...

Soft must begins, and the legs start dancing, but the film burns up again..
The legs try to run off frame, but they're trapped between two strangely slippery hill of burning film...

the end

Sorry I don't really have the time to look all this up for you, but here's a hopefully helpful link:

This only goes back to the early '90s...
The cartoon I'm looking for, I first saw in the early '80s, like back when they had a show called Hocus Focus...

This looks like a match:

Kick Me (1975)

The user review at the bottom specifically says it aired on Nickelodeon in the '80s, and their description matches yours pretty closely.

Or you can just watch it yourself to confirm at dailymotion.
