Some people has mentioned Tulsa Doom and Scorpius from "Farscape".

Some others...

Mengele (Gregory Peck) in "The boys from Brazil".

Roy Batty (Rutger Hauer) in "Blade Runner"

Pat Garrett (Kris Kristofferson) in "Pat Garrett and Billy the Kid"

Sheriff Little Bill (Gene Hackman) in "Unforgiven"

Sheriff Charlie Wade (Kris Kristofferson) in "Lone Star".

Thulsa Doom  (James Earl Jones) in Conan  ..  That voice,  the look..  

General Zod from Superman II   -  He had style and style is enough

Denzel Washington in Training Day  -  Surprisingly good as a bad guy

Angus Scrim (Aka) The Tall Man

Vincent Price as Dr. Phibes  -  Style Style Style..  

James Mason as Captain Nemo -   So cool,  so stylish,  plus he had cool toys.

A few more great villians that should be added to this extensive list are:

Diamond Dallas Page in Ready to Rumble.
Red Skull from the Original Captain America movie.
Nemesis Enforcer from G.I. Joe the Movie.
and finally Golum from Lord of the Rings, who we'll be seeing more of this Christmas.

Night Slasher--Brian Thompson--Cobra
Sam--Peter Weller--Firstborn
Wulfgar--Rutger Hauer--Nighthawks
Velvet Von Ragner--Gene Simmons--Never Too Young To Die
Charles Luther--Gene Simmons--Runaway
Malak Al Rahim--Gene Simmons--Wanted Dead or Alive

of course then there are your standards::

Micheal Myers
Freddy Krueger
Jason Voorhees

But I would have to say that my all time favorite villian is::

Darkness--Tim Curry--Legend

Oh Tim Curry WAS good in "legend". You wouldn't know it was him but he is a great character actor - the kind who can, behind any costume, fit the part so completely. He was also the clown in "It" that creeped so many out.

I was trying to avoid it, but with 38 posts gone by and noone mentioned him, I have to nomainate the incredible David Lo Pan. Tall guy, weird clothes. First you see him then you don't.

Prime Evil: Ghostbusters (not the REAL Ghostbusters)
Megatron: Transformers
Wild E. Coyote/Sylvester/Yosemite Sam: Loony Toons

 Shang Tsung: Mortal Kombat...I forget who his name is but the guy looked cool and had a smooth flow and calmness to it. Sometimes being a villian does not mean being loud all the time.  The same thing has to be said for Lex Luthor in the Superman cartoon.
