I am constantly going to stores and garage sales and pawn shops and resale shops and even video stores and flea markets. There are always videos on sale any where from 1.00 to as much as 5.88 in the bargain bins at different stores like Wal-Mart or Meijer or K-Mart or even Target. You can even find them at your local dollar type stores. Garage sales have them and they have usually been watched many times before but you can get damn lucky. With DVD's coming out now more than ever you can even find those for around 4.88 to as much as 9.99 for your fave B-movies and cult type classics. You just need to keep your eyes open because you never know when you can get a great deal right under your nose. Of course if that fails you can tape them off of your local satellite or cable network. That is how my wife got more than 500 different B-movies, cult classics and some I cannot believe she even got the VCR  to record. She spent quite a bit to get the blank tapes and of course there is only one movie per tape. Have fun and see what you find. You will be utterly amazed at the treasures awaiting.

just to add...there are some really good websites as well.

half.com is part of ebay, but it's not an auction. of course shipping costs a couple bucks, but you still come out ahead.

also my "secret" source is skinnyguy.com---i've bought at least a couple hundred there over the past couple years. very LOW SHIPPING costs. and they have awesome service. i get them really fast (of course i'm in the same state though). but they pack very securely, provide return labels, etc. you can also search their inventory by price. many under 3.00$.

as ERIKJ said, the most fun is scouring independent video rental stores, etc. for finds. i've found used dvds for under 3.00.

good luck,

There's a video store near my house that constantly has a huge amount of obscure old used b-movies for sale. I swear they must get tapes from other rental stores-- every time I think I've exhausted the place, another gem turns up that I haven't seen there before. Generally, the rental places you want to go to buy b-movies are the ones that are really big and really old; If they started in the early 80s, they probably took whatever they could get just to fill shelf space, regardless of quality. Now, with the video market being what it is today, they can fill their shelves with "A" movies, leaving the stuff we want fresh for the picking.

Are the ones I haven't seen.  I thought I had seen Quarantine, but I mistook it for another movie.

No, I've never had the ambition to put one up.
