Alien Mind Control Movie Search

Hey everyone, I received an email of a reader looking for a movie.  Here is the description:

I need your help. There is a movie I saw back in the 60's and I was wondering if you know the title. It was about invaders from outer space. The creatures looked like lampshades covered with feathers and they flew around. They would come down over someones head for a moment and when they came back up, that persons eye's would be white. Plus they sounded like sirens. Do you have any idea what movie this is? I was rather young when I saw it but it made an impression on me, because my mom said I was freaked out whenever I heard a siren.

The only movie that jumped to mind was "Zontar the Thing from Venus."  However, the description tickles an old memory and this may have been something like a Dr. Who or Outer Limits show.
