One for the experts 'round here. One of the users of my website asked me a question that - to my serious dismay - can't answer...

He remembers the following (not much, I admit, but maybe enough):
The setting is possibly an US-westcoast harbour city. Fishermen salvage a sunken trawler (or other boat), awakening the ships dead captain who then turns numerous people into zombies. The zombies supposedly grow big eyebrows.

Does that ring a bell?

This sounds like "Hysterical!"  Grey Wizard even has a review on his site:

Little details off, but this is probably the movie your fellow is looking for.

Dammit, that could very well be it!!

(And the worst thing - I've seen that thing long ago but somehow didn't connect it with the whole zombie angle, possibly 'cause I considered the film to be crap)
