HELP ME PLEASE!!!

I am trying to remember the name of a movie that I saw when I was 7 or 8.  I started watching it on tv, TBS I believe and immediately began taping it and I watched the tape over and over until I was maybe 13 or 14 and I haven't been able to find it since or remember the title...  I do remember that right after they showed it they showed a Sinbad movie that was also amazing.  Anyway, I am going to list everything I can remember about it, which isn't much....

- It was centered around a traveling carnival/freak show...
- The title of the movie had something to do with a doctor...
- The man running the traveling carnival/freak show was a really old asian man
- It was in color

That is about all I can remember right now, I can picture some brief scenes in my mind, a lot about people going from freak to freak, some about the mysterious old man who runs the carnival thing...
If I can remeber anything else I will post it but someone really needs to help my find out the name of this movie.  I am begging you!!!!  I don't even know if it is that rare or anything, I just really want to see it again.

I am remebering maybe, that the doctor's name is Lao or Ling or something along those stereotypical lines, but I might be wrong...

I went to deepdiscountdvd.com and typed in "Dr." in the search thing and the first movie that came up....
