Anybody heard of this guy?

Maybe I'm a dullard, but has anybody else heard of Charles E Cullen? Saw a copy of Boogieman in a rental outfit, apparently Cullen's 1989 first full length feature, was wondering if it is any good?
Same director/writer as Killer Klowns from kansas on Krack.

I heard of him... Hes made 6 or 7 movies.... I seen his stuff on a Sud Rosa wwb site.
Most was shot on film.
