But I bet nobody would tell the monsters to clean up their yard, plant trees, or get rid of squirrels.

Unless you hired another monster to act as "Kaiju Kops."
Officer Gamera : "Sir, i'd like to talk to you about the toxic waste in your back yard."
Baragon: "Huh? So whats up?"
Gamera : "The waste is supposed to be in sealed containers, of no less then 7.000 gallons. Those are only 4.000 gallons capasity, and they leak."
Baragon : "So? Like i've got the  money for bigger cans."
"Gamera : "Sir, i'm going to have to write you a summons..."
