I  don't know if this is on topic but one lame ass villian that i hated was ManKiller ( who appeard in various marvel comics. she's basicly a women's studies profssor with mild super powers and a hommocidal mania . having only see her in her first apperance in a marvel team up book i could automaticly see that was truly lame. she's just some random feminist terrorist with some superpowered suit that increases her strengh ten fold or something ( just wondring, But where can i gt one of these suits that seems to be handed out to all minor suyper villians).

The Owl (Daredevil's foe) was more of a tragic villian as time went on. His serum to fly affected his bone structure to a point that he couldn't walk anymore - couldn't let go of being a bad guy.

daveblackeye15 brought up an interesting point with the comics code - 2 early issues of spider man had harry osborn addicted to diet pills, and it was deemed adult subject matter - but the issues ran anyway, they just didn't carry the comic code seal.
The writers of daredevil also couldn't show electra getting impaled by bullseye, so you saw the outline of the sai going through her back but not piercing the cloth to keep the comic code sticker on the issue.

They did the same thing in the 2003 movie.
