These two girls are running through an alley in the rain and start cutting each other on the face and maybe the arms with something.. I don't remember what.. glass, knives, who knows. They possibly may have just run away from some sort of institution... like a reform school or detention center maybe the boobie hatch, I dunno. I can't recall if there was any cutting, though.

The scene is in one of the basement hallways, and while it isn't raining, there is enough water dripping from pipes you would think it was.

I checked out Death Tunnel and it's not that either. I'm not certain, but I kinda remember accents, so it may be British. It was most likely made in the 80s, maybe the 70s. The whole film had a dull sort of look to it.

At the end of the movie, there's a flashback of the murder where one girl kills another with a knife in an alley in the rain. There are British, French, and French-Canadian actors in the cast which would explain the memory of accents, and I would describe the film as having a dull look to it.
