I saw this movie back in the early 80's all I can remember is some guys with two baloon type things on their heads that I think helped them to run across the ocean. The ocean may not have been water. I think there was also a woman with large breasts. Can anyone help me with this?
I would say that this is "The Lost Continent."
Gerry has a review on Scifilm.org:

Not to be confused with "Lost Continent" which is about, best we can tell, rock climbing.
Definitely THE LOST CONTINENT. Here's a photo of Miss Dana Gillespie and her balloons:

This may be a movie I'm looking for as well. Are they stuck in some form of predatory sargasso sea?
QuoteAre they stuck in some form of predatory sargasso sea?
Yep, complete with prehensile man-eating seaweed and various other critters.
The prehensile man-eating seaweed was exactly what I was thinking about....
Thanks guys! That looks like the one.

What a fine motion-picture!!
You have to check it out if you haven't seen it -- a sort of Hammer "Voyage of The Damned", as a cargo of ne'er-do-wells get stuck in the Wide Sargasso Sea, and find that centuries of sailors and explorers have likewise been caught, and have formed their own society -- a theocracy driven by a single mad boy at this point.
Really eerie photography, not bad acting, some odd plot twists, and those incredible sets and costumes! Plus, it's a Hammer!!!

That woman is never going to have to worry about drowning.
