The super wired RIDDLER! Frank Gorshwin is THEE perfect Riddler! Jim Carrey can't touch this! I laff just thinking about him.Though Ceaser Romereo as Joker hams it up pretty good too.
I also picked The Riddler. The Joker is close behind.

WHOA! Mr FREEZE was in the BATMAN SHOW? I didnt know that! Thats AWXSOME! I wish two face was in it. He's my favorite batman villian of all time, but he wasnt included into the show because the writers though that he was to dark of a charecter.
Joker is my favorite in the adam west series, Batman Animated Series, and the first batman movie. I hope they make another batman begins with the joker that will be great.
Little known useless info time:Batman's costume,was influenced by a little seen silent film the BAT(1926). And the Jokers bizzare appearance is almost identical to Conrad Veidt's hideous grin in the MAN WHO LAUGHS(1929).Musta been Bob Kane was a big movie fan.
For me, though the Penguin draws a very close second, I'd have to go with Frank Gorshin's Riddler (not the John Astin Riddler; though he did make a good Gomez).

Actualy, the villian for the seaquel for Batman Begins will be the Joker, and Harvey Dent will also be in it, but not as Two Face. Im not to happy with the choice of casting for Joker though. It's that one guy from "Brokeback Mountain" and "A Knights Tale".
Would that be Heath Ledger? Not that I have any interest in seeing the movie, but I do wish they'd stop using the same old villains.
