I'm fairly certain this was a European movie, I think it was Spanish. Anyway, the movie is about these little rat men, maybe a foot tall, who eat people. One thing I remember is one of these rat men biting a big piece out of someone's face. And ... that's about it.
This has been on my "see this" list for a while. How about "Ratman?" No US release that I know of - yet.

Wow, I had never heard of that one, but I soooo want to see it now.
For a review of Ratman with some screen caps, you can check out http://www.severed-cinema.com/reviews/qrst/ratman.php
When I read the short description, I was wondering if it might be Attack of the Beast Creatures, http://www.brainsonfilm.com/beastcre.html
I don't think it's Ratman and it definitely isn't Attack of the Beast Creatures.
I have a possible, based on an IMDB search:
http://www.imdb.com/title/tt0074701/
The Rats are Coming, the Werewolves are Here doesn't really have any rats. It does have a mouse who is killed on camera, and a bunch of boring people talking, then in the last five minutes some of them become werewolves and kill each other. It's 1970s boring filmmaking at its worst, but has no rat men that I remember. It is also on DVD now (double billed with something else)

You sure your thinking about the same film? That doesn't sound like something that would get a 7.0 on IMDb.
Now about the mystery film, Rat Man gets my vote.
Hmmm... I saw the user review say The Rats Are Coming! The Werewolves Are Here!, and though that it was the actual film The Rats Are Coming! The Werewolves Are Here! (http://www.imdb.com/title/tt0069162/), not Izbavitelj. D'oh! I blame the IMDB site redesign!
EDIT BY ANDREW: Fixed one formatting error that was making the whole post a link.
Update:
I saw Rat Man and I'm not sure if that was it. There was a scene where the rat man bit a piece out of someone's face, but I don't know. It seems as if there were many rat-creatures in the movie I saw, though I may be confusing Rat Man with another movie we rented at the same time. Who knows? That's probably the best lead I'm going to get.
Thanks.
was it bleeders?
that roy dupis movie that came out in the early 90's. while its not about "rat" men per se, the critters in the movie were these inbred midget people who had stubby rat faces. if you catch the end of the movie theres bunch of those critters crawling around in a cave biting people in the face and legs. Hope that helps.
No, this was from the 70s.
This is a total longshot, but are you sure it isn't the recent version of The Island of Dr. Moreau? There's a scene in that where little humanoid rat-guys attack the main character, I think.

It wouldn't be this one, unless akiraturbo is wrong about the date of the film, as this one came out in 1996. There was a film with this title that came out in the '70's, it starred Burt Lancaster, Michael York, Nigel Davenport, Barbara Carrera, and Richard Basehart, but I don't remember any rat-guys in it.
Well, like I said. Longshot.

That's okay. Sometimes we know the answer, and sometimes we guess. It's okay to guess. We hope we hear more from you and welcome to the board.
this is also a longshot but how about "the gate" there are little impish creatures that might be rememered as ratmen
Thanks but no, it isn't The Gate. I'm very familiar with that movie.
I've remembered a little more. The rat men lived in a sewer (or a cistern?). I think they may have been angry because the sewer was being closed up, or it had been reopened after a long time. Yeesh, that doesn't manke it any less vague.
There was a episode of Masters of Horror that had a ratman in it. It was H.P. Lovecraft's Dreams in the Witch-House

...from 1984-a Spainsh film called RATS-NIGHTS of TERROR...about mutant flesh eating rats.
Here's a link...http://www.imdb.com/title/tt0086176/maindetails...
or possibly 1982-DEADLY EYES-

Unfortunately, there are no little rat men in "Rats: Night of Terror." There is a twist at the end, with people/rats, but they are human sized. "Deadly Eyes" is pretty much the remake of "The Killer Shrews." The rats are dogs with rat costumes on them. I think that they are daschunds.
i keep thinking of ben,and willard, could it be either one?
No, no, no.... The rat people were taller than a foot! I remember seeing the movie a few times when I was real (REALLY) little! There were a BUNCH of rat people in it, and there was one guy with a gun. I can remember one scene where one of the rat people confronted the man and the rat person had a bullet lodged in his forhead. He was none too happy about it either! I don't remember what the movie was about, but as a little kid, it was SCARY! It wasn't "willard and the rats" and it wasn't "Ben". I was looking for this movie too! I'll check back here "WHEN" I find it! Haha!
Here is a clip of Ratman ... this is the only one I can think of.

There was an episode of MONSTERS from the 80's that had little rat men and they were about a foot tall.
I'm not sure this is what you're looking for, but there is a Yugoslavian movie from the 70's, called "Izbavitelj" by Krsto Papic. It was also dubbed in french and spanish, so maybe....and it's about men who turn into rats..
I think deathfeast is right. that episode of monsters is spot on, "Stressed Environment" they are genetic enhanced rats who create their own civilization and use tools and spears. they seal up a part of the room where they were kept and a scientist goes in to open it and they come out for the kill.
