I am trying to identify a movie I saw on late night TV where there are Cyborg Cops. In one scene the Cyborg is stopped by being welded down.

I have several possibles for you.

The three Cyborg Cop movies that were made in South Africa during the 1990's or possibly either one of the two USA Cybertracker films with Don Wilson.

Cyborg Cop II (http://www.imdb.com/title/tt0109518/) does have a scene where the "loose cannon" good cop uses a welder to damage a cyborg. He welds the thing's arm to a metal table or some such object too. All of this happens while the older sheriff (who was helping Mr. Loose Cannon) is being blasted by another cyborg - which then attaches a sword to its arm to run the old sheriff through, because blasting somebody in the small of the back with a fireworks laser is not deadly enough.
